Object - the industrial policy directed on structural reorganization and technological modernization of industrial production. The purpose - a substantiation of theoretical and methodological bases of the national industrial policy directed on structural reorganization and technological modernization of the domestic industry. Methods - methodology of the macroeconomic analysis; methodology of the analysis of an industrial cycle; methodology of research of economic growth; neoclassical methodology of the analysis of industrial growth; neoinstitutional methodology of research of objective borders of state regulation of industrial development; methodology of consecutive differentiation of nationalization of manufacture and work nationalization. Novelty - is developed for the first time the concept of development of a bipolar national industrial policy. Result - the economic structure of model of a bipolar national industrial policy is developed. It is introduced - in practical work of the Odessa regional state administration, Department of the finance of the Odessa city council, the State agency of Ukraine of investments and developments, Ltd IPG "Master" enterprise, in educational process of the Odessa regional institute of the government of National academy of the government at the President of Ukraine, the Odessa national polytechnical university, the Odessa state economic university.
