Derkach M. Formation of Paradigm of Government Regulation Fiscal Decentralization in the Context of Sustainable Development of Ukraine.

The object is the process of government fiscal functions decentralization as a mechanism for increasing the efficiency of national economy. The aim is to identify the patterns of national economy management decentralization, theoretical and methodological justification of the fiscal decentralization paradigm in the context of sustainable national development and to develop the practical recommendations for its implementation in the current conditions in Ukraine. The methods are historical, measurement, systematic approach, comparison, factor analysis, observation and statistical analysis, hypotheses and assumptions, axiomatic. The dissertation paper is focused to complex investigation of theoretical and practical issues of government fiscal functions decentralization for sustainable development of Ukraine. The paradigm of government regulation fiscal decentralization in the context of sustainable development is formed. Sustainable development is argued as dominant ideology of human civilization development in the 21st century. The modern axiomatic fundament of fiscal decentralization of government regulation is formulated. Practical recommendations as for local authorities potential improvement are developed. The theoretical and methodological approaches to territories sustainable development strategic plans forming are determined. The concept of decentralization of government fiscal functions for sustainable development of Ukraine is argued. Application spheres are the legislative activity and the training courses.
