Thesis is devoted to the analysis of organizational and legal grounds of police (militia) of Germany, Poland and Ukraine in the context of the liberal doctrine of state and lawmaking. A general description of theoretical and methodological grounds of police (militia) in public authorities of modern state is given. Social and legal nature of police (militia) institute is disclosed, stable approaches of articulation the definition "police" ("militia") are identified. Essential features of policing as a specific kind of state-management activity are ascertained.
