Synkova O. Accountability in the system of bodies of executive power

The thesis is the first monographic research, devoted the problem of accountability in the system of bodies of executive power. In the thesis the theoretical and law aspects of accountability are examined, approaches of the modern European and Ukrainian scientists on determination of subject, features of accountability in administrative relations in the system of bodies of executive power is defined, classification of types of accountability are provided. The evolution of concept of accountability is considered and its modern meaning is exposed, suggestions and recommendations for introduction in the Ukrainian legislation are formulated. Reasonably, that accountability in the system of bodies of executive power as instrument for building an information streams and for definition of communicative relations among bodies of executive power, and among the system of bodies of executive power and external bodies, which are the necessary condition for social and politic stability and making an optimal decisions. The concept of form and method of accountability is exposed and reasonably, that major forms and methods of accountability are standardization, monitoring, evaluation of activity of bodies of executive power, introduction of audit of administrative activity in the system of bodies of executive power. Formulated suggestions and recommendations on perfection of legislation which regulates the question of accountability in the system of bodies of executive power, in particular, estimations of results of cooperation of bodies of executive power, which is suggested to plug in the separate division of Law "On the central bodies of executive power".
