The object is the process of economic development of territorial associations of base level in Ukraine. The aim is theoretical and methodical foundation of conception of modernization of technologies of management economic development of territorial associations of base level and development on this basis of scientific recommendations in relation to its practical realization. The methods are dialectic, logical, system analysis, abstractly-logical, comparative analysis, local marketing, statistical, economically-mathematical, expert. The novelty is in raising and system decision of problem of forming of conception and development of methodology of modernization of technologies of management economic development of territorial associations of base level is carried out in the conditions of transformation changes in Ukraine. It has been introduced on the state, regional and municipal levels and also in the educational process. Sphere of the usage is central and local public authorities, organs of local self-government.
