Essay

Dissertation is devoted to a comprehensive study of reserves growth sector of small businesses by building complex evaluation environment for their development and improvement of the mechanism of regulation of small business in a market economy transformations. From the perspective of a systematic approach genesis and nature of BC MP found its place, role and importance in the structure of the national economy, defined by the state, modern features and trends of expanded reproduction and based on this clarified terminology and worked out effective direction of public policy to enhance the development of BC MP . The paper based on the aggregation of foreign and domestic experience of small business sector, investigated the mechanism of regulation of development and support of small business at national and regional levels. Detailed reviews the experience of building complex enterprise functioning U.S. built aggregative dynamic production-motivational model of interaction of the building complex (BC) with enterprises of other sectors and an econometric model that provided the opportunity to explore the dynamics and factors of accelerated development of the construction sector of the U.S. economy, identify the structural elements and features process of reformation, to prove their compliance with laws defined the modern theoretical and economic base. A conceptual policy support and promote investment activity of small businesses building complex on the basis of the definition of a rational tax rates by using the methods of economic-mathematical modeling and recommendations for the formation of regional support programs for small business.
