Scientific methodological approaches to grounding of macroeconomic policies regulating the capital accumulation within the building and construction sector of Ukraine are developed as well as the estimation of its components cost. The issue of methodology for determination of the investment-innovative potential of the national economy in general and for separate capital-forming sectors of the real sector of the economy is studied thoroughly. The factors of reducing the speed of capital accumulation by large economic systems in accordance with the hierarchical level of the origin of threats of economic security of the building & construction sector are systematized. A complex of methodics is offered for determining the destabilizing factors in the post-crisis renovation of the building & construction sector and forecasting the dynamics of the financial economic processes in the building & construction sector under the conditions of uncertainty in the macro- and microenvironment. The simulation model for improvement of mechanisms in management of capital accumulation in the building & construction sector is presented taking into account the results of the diagnostics, stochastic modelling and fuzzy approach to selection of instruments for macroeconomic regulation under the conditions of economic situation uncertainty. The three-stage concept of macroeconomic regulation of capital accumulation in the building & construction sector is offered, enabling the improvement of the projects implementation of the state-private partnership by means of creating a private partner as a result of the structural units integration within the real and the financial sectors of the economy.
