Khumarova N. Ecology oriented strategic planning of development of territory of the economic-ecological systems

Object - processes of environmental-oriented strategic planning of territorial economical-ecological systems development (ТEES). Research goal - development of theoretical, methodical grounds and practical recommendations as to environmental-oriented strategic planning of national economy's ТEES elaboration. Research methods - logical generalization, synthesis, analysis and comparative study; systems analysis using the structural models' simulations statistical methods; analytical prognostical, program-oriented. Тtheoretical and practical results obtained consist elaboration of theoretical, methodical grounds and practical recommendations as to environmental-oriented strategic planning of national economy's ТEES development, that will entrain providing as effective ecologically safe development of national economics as well as the regional social and economical development strategical plans' implementation. Scientific novelty: developed are the methodological principles of TEES evolving and their definition as of complex hierarchical structures of different levels, ibid.: global, international, national levels; levels of economical region, macroarea, region, cross-industrial, and primary enterprise level; considered is the retrospective and stages of program and goal-oriented approach transformation within context of environmental-oriented management; there are elaborated the theoretical substantiations of environmental-oriented strategic planning of territorial economical-ecological systems development (ТEES) the latter being considered as the united process of substantiation, elaboration and adoption with decision-making of conceptual decisions as to the further ecology-safe and balanced their progress within the indicative model frames, which considers both ecological and economical interests of respective territory, departing from their determined principles of balance equalizing, mechanisms of methods, tools and resources' combination aimed onto those goals' reaching with consideration to the external limitations; elaborated are the methodical principles as well as formed are the conceptual ones of forming-and-structuring the ecologically-oriented strategic planning system.
