Object - the process of formation, development and use of human resources of the region in market conditions; goal - to develop theoretical and methodological bases and practical recommendations for the strategic directions of the formation, development and effective use of human resources of the region in market conditions, methods - systematic and structural analysis , financial and economic analysis, organizational and management analysis, SWOT-analysis, cluster analysis, factor analysis, a method of modeling, graphical methods, novelty - the concept of formation and development of human potential, which is based on determination of institutional and economic basis of the nature and structure total human resources of both the open system is defined and solved the conceptual meaning of "region" as a complex, multidimensional, hierarchical socio-technical systems, social institution and an institution capable to accelerate transformational changes in the national economy, developed scientifically based approach to strategic management of the development of total human resources in the context of the region; results - developed theoretical and methodological and applied the provisions that give reason to identify effective mechanisms to improve the preparation and use of human resources of the region as an important factor of innovation and investment model of socio-economic development of Ukraine; industry - productive forces and regional economy development.
