Essay

Dissertation is the first special complex monographic research that solves the scientific and practical problem of legal regulation and organization of financing of the Civil Defense System in modern domestic legal science. The high degree of abstraction, the active use of empirical data and application of modern scientific apparatus allow to introduce all the elements of the Civil Defense System, their interrelation and especially finance.
