Kaganovska T. Administrative Legal Foundation of the Personnel supporting for Public Administration in Ukraine

The dissertation is devoted to the complex scientific researches administrative legal foundations of personnel supporting for the public administration at the current stage of the state's development. Based on the development of "personnel supporting" in a wide palette of analyzes of aspects of the personnel supporting of government at various levels in the Ukraine, and studied the existing institutional framework of realization of functions of public administration staffing. Analyzed the existing system of laws and regulations that govern the process of staffing government and asked the author's model of the Code of State Service of Ukraine. Based on the study of practices in legal regulation of public administration staffing in the USA, England, France, Germany and China in the comparative and legal aspect the dissertations determines the peculiarities of training qualified personnel for public administration. It also suggests a model for Ukrainian public administration personnel supporting reform with the aim to introduce effective foreign practices in this area.
