Object - the facility management processes transformation of the national socio-economic system in the socio-cultural dimension. Goal - to elaborate the theoretical principles, methodological tools and practical recommendations for improving the management of social and economic systems in accordance with the spiritual, moral and socio-cultural priorities, including elaboration of methodological basis for assessing the quality of management and change management model of socio-economic system of railway transport. Methods - system analysis, comparative analysis and generalizations, structural and logical analysis, statistical analysis, surveys, observations, methods of qualimetry, a graphical method. Novelty - integrated development of theoretical and methodological bases, guidelines for the management of socio-economic systems, including at the level of the national economy and railway transport, in accordance with the paradigm of the dominant influence on their spiritual and moral development and socio-cultural determinants that taken in the culture of the East Slavic civilization. Results - first elaborated the typology of socio-economic systems by their focus on spiritual and moral values, objectives and compliance with the rules of morality in economics; established the characteristics and features of the East Slavic management model, the difference between Western and the East Slavic civilization models of management; forming articulated educational strategy spiritual, moral social and economic system; grounded the content category of "psychological model of management" and the method of assessment; carried out evaluation of the concept content of the working life quality, formed in the western management, and models of labor formed in the East Slavic civilization, developed a method of assessing the quality of working life, corresponding to the socio-cultural approach; proposed a complex methodology of organizational culture and change management model of socio-economic system of railway transport. Improved: the methodological basis of studies the influence of moral and psychological determinants for the economic behavior of economic agents, economic; methodological approaches to assessing the economic consciousness of the Ukrainian population; methodical approach to assessing the quality of management and method of estimating the human component of the socio-economic system of railway transport. Acquired subsequent development: the definition of the objectives system of socio-economic system development; systematization of the principles of national economic education modern quality; identifying features of the organizational culture of railway transport of Ukraine and actual areas of its changes.
