Vdovenko N. State regulation of aquaculture development in Ukraine

The author summarizes theoretical views on the agriculture and aquaculture state regulation. There is a necessity to provide aquaculture producers with agriculture status with appropriate reform of the current state regulation system thus ensuring food security. It's shown the general principles of methodological support of the state regulation and practical instruments for strategic planning and control of the aquaculture industry. It's defined the sense of "state regulation of aquaculture" and "aquaculture". The different proposals are systematized to improve aquaculture state regulation on the levels "center-region-area" and strengthening its forecasting and planning based on the requirements of investment and innovative development model. It's estimated the level of state support according to the national budget program and main directions of aquaculture state regulation. It's developed methodical approaches to the implementation of the identification system for artificially grown products and wildlife products. It's improved the legal frameworks and directions of the effective development of aquaculture in Ukraine involving government support and self-development mechanisms in aquaculture industry. It's developed innovative investment model based on creating agro aqua farms. It's described the reporting mechanism for the production and utilization of aquaculture products.
