Mosondz S. Administrative and legal basis of public policy in the field of science in Ukraine.

Dissertation is the first in modern domestic legal science complex monographic research which solves the theoretical and practical problem of determination of administrative and legal basis of public policy in the field of science in Ukraine. The high degree of abstracting, active application of empiric information and application of modern scientific vehicle, allows to present fully all structural elements of public policy in the field of science in Ukraine, their intercommunication and features of forming and realization. In theory investigational and essence of category of public policy is exposed in the field of science in Ukraine taking into account new public relations in this industry. Investigational essence of organizational and legal principles of public policy in the field of science in Ukraine and they are examined legal nature on the modern stage. Grounded new approach to science and scientific activity. Aims and priority directions of public policy are resulted and examined in the field of science in Ukraine. The features of prognostication, strategic planning and having a special purpose programming, are certain in the field of science in Ukraine. Legal principles of public policy in the field of science in Ukraine are improved normatively. Forms and methods of public policy are in the field of science in Ukraine are investigated. Place and role of public administration in the mechanism of public policy in the field of science in Ukraine are identified. It's investigated the institutes of the skilled, information and analyticity, financial providing of public policy in the field of science in Ukraine and ways are offered them subsequent reformation. The concept apparatus of administrative law is improved according to the administrative and legal guard of science sphere, control and supervisory activity in the field of science in Ukraine. The ways of administrative responsibility improvement are offered for violations of norms, which are regulated in science sphere in Ukraine. Suggestions are developed of efficiency, forming and realization rising of public policy in the field of science in Ukraine.
