Essay

Object of research: parliamentarism as method of organization of state power and process of organization of representative power. Purpose: ground of theoretical-methodological principles of mechanisms of development of parliamentarism in the context of becoming of democratic governance and development of suggestions on determination of ways of perfection of organizationally-legal, structural-functional, political mechanisms of parliamentarism. Methods: system, sinergetical and bifurcational approaches; structural-functional; institutional; world scientifically-view; dominant alternatives; empiric generalization; comparisons; analogies; normatively-comparative, political analysis, discurs-analysis. Results: ground of theoretical-methodological principles of development of real parliamentarism in the context of becoming of democratic governance. Novelty: theoretical-methodological principles of construction of mechanisms of development of parliamentarism are exposed; the new electoral mechanism of forming of Parliament of Ukraine offers in part of legislative determination of distribution of deputy mandates; the renewed composition of organizationally-legal mechanisms of development of parliamentarism is reasonable. It is inculcated in activity of central and territorial public authorities of Ukraine. Areas of use: public administration, training and retraining of civil servants.
