Klokar O. Mechanism of effective recreation of resource potential of agrarian sector of economy

The object of the research is the processes that have a place in the production, exchange, distribution, sale and consumption of agricultural products, which have an influence on the formation of mechanism of effective reproduction resource potential of the agricultural sector of Ukraine. The aim of the research: is to develop theoretical and methodological foundations and research and practical advice about forming of effective reproduction resource potential of the agricultural sector. Methods of research are: dialectical, historical, methods of systematic comparison, analysis and synthesis, induction and deduction, grouping, graphical, tabular, method of time series, sociological, index, methods of regression, correlation and variance. Theoretical and practical results: improvement of theoretical and methodological approaches and practical framework to make the mechanism of effective reproduction resource potential of the agricultural sector of the economy at the macro and micro levels better; solving of the problem of the efficiency of the mechanism of reproduction resource potential of agricultural sphere formation in account with specific features of the industry. The novelty: resource recovery areas of the agricultural sector are formed: the introduction of payment system from gross income (value added) is implemented, the use of resource-saving technologies is given, encouragement of employees to find the food outlet, the formation of human resources and raw allowance are proposed, etc., to introduce a progressive farmers' income tax scale, accumulation and distribution of budget funds for the development of villages and settlements, tax breaks and subsidies of agricultural production, encouragement of farmers to develop villages, etc., are formed, key indicators of effectiveness and mortgage of agricultural sector are formed and grounded. Degree of implementation: Results have been taken to use by the Department of Agricultural Development of Kyiv Regional State Administration, farms of Skvirskyy district of Kyiv region, Ltd. "Pylypchanske" of Bilotserkivskyi district in Kyiv region, in the educational process of Bilotserkivskyi National Agrarian University Scope - agricultural economics and agribusiness.
