Essay

The aim of the study is theoretical generalization and justification of methodological and organizational framework for quality statistical information which is developed by the State Statistics of Ukraine. The object of study is the statistical information which is developed by the State Statistics of Ukraine. Purpose of the study - methodological and organizational principles of quality statistical information. Methods: dialectical, historical, logical, observation, comparison, compilation, analysis and synthesis, solid, selective, generalized statistics, time series analysis, analysis of interactions, amputation, weighing, tabular, graphical. Scientific novelty lies in the development of methodological and organizational framework for quality statistical information. First: -grounded, to ensure the quality of official statistics system of quality management in government statistics Ukraine conceptually be formed on the basis of the philosophy of total quality management model of the European Foundation for Quality Management, European Statistics Code of harmonized with his principles of public statistics Ukraine Standards and Quality Management System Series 9000; -defined production cycles and output statistics / information for continuous sampling and surveys, statistical process; -developed methodological principles assessment of information quality statistical surveys, administrative data, data generated by v ' unity from various sources, indexes and statistical compilations; -defined elements and mechanisms of implementation in government statistics the four basic principles of quality assurance processes of statistical information, the classification of process variables for evaluating the quality of production processes of statistical information. Improved: -classification errors and continuous sample surveys and data derived from administrative sources; -methodological approaches to quality assurance sample formation and evaluation of data quality sampling; -methodological basis for quality assessments of small domains in the statistics of enterprises of Ukraine-structure reports quality and system performance indicators and reports on types of money. We got further development: -interpretation of the concepts of "information", "statistical information", "statistics", "quality", "quality of statistical information"; -methodological provisions for monitoring the quality of production processes statistical information, methodological and organizational framework for ensuring confidentiality of statistical Information and providing secure access to microdata. The study implemented in the activity: the State Statistics Service of Ukraine (№ 18/1-19/104, 15.10.2012), as well as in the educational process of the National Academy of Statistics, Accounting and auditing (№ 82, 06.02.2012).
