Object - processes the transport infrastructure development of the national economy, its actors and structural components. The aim of the thesis is the development and study of theoretical and methodological, scientific and practical bases of development of the national transport infrastructure in the uncertain state of the economy Ukraine.I study uses quantitative and qualitative methods of analysis and synthesis methods of financial planning, statistical groupings, the method of expert estimates of sampling observations, methods of economic-mathematical modeling. Scientific novelty: first proposed paradigm of sustainable development of transport infrastructure and its components on the basis of the technological imperative, grounded methodological positions essence of economic development of the transport infrastructure in the unstable economy and proposed innovative investment concept of the national transport infrastructure, the mechanism of strategic planning and development of transport infrastructure. Improved theoretical - methodological basis for strategic planning of socio-economic development of transport infrastructure; methodological bases forming strategic plan for transport infrastructure. Were further developed: the basic tenets of the theory formation, naroschuvannch and rational use of resources, methodological foundations of the development of transport infrastructure by taking into account the impact of quality of work by different groups. Scientific provisions implemented in practice management and applied in the work of the public administration, which is confirmed by relevant doviidkamy implementation. Implementation in practice theses conclusions and will increase the level of objectivity achieve the required targets of economic and social impact of transport infrastructure in Ukraine uncertain environment.
