The thesis contains the scientific prove of conceptual framework of development and implementation of the national strategy by balancing human and technological development in Ukraine. The theoretical, methodological, and practical aspects of balancing human and technological development are researched. The conceptual approaches in the theory of economic growth on human development and technology are generalized, the innovative nature of technological development are proved, the ability of economic growth models to assess the impact of labour resources, physical and human capital, innovation to GDP are defined. The methodological approaches to the study of the coherence and mutual interdependence of the processes of formation, distribution and use of human and technological potential are proved. The macroeconomic indicators of efficiency of technologies development are defined. The reproduction of national and intellectual potential in spheres of science, education and economy is estimated. Contradictions of human and technology development of transformational societies in the conditions of globalization are revealed. It is proved problems of innovative and technological modernization of national economy. The perspective directions of increase of the national level of human and technology development and strategic management of social and economic development of Ukraine are developed.
