Shylepnytskyy P. Public-private partnership institute development in Ukraine

Object of research: public-private partnerships as a process of cooperation between the state and the private sector, particularly in the areas of infrastructure development and the provision of related services. Objective: studying the theoretical and methodological principles of formation and development of the institution of public-private partnership in Ukraine, and the development of legislative and of institutional support for this process to improve the quality of infrastructure services and efficient use of public funds. Methods: monographic, systemic-structural analysis, comparative analysis, economic-statistics, retrospective analysis, software. Novelty: first proposed conceptual approach of institutional support public-private partnerships in order to achieve consistency, completeness and non-conflict institutional environment of realization of models of public-private partnership, has formulated a new direction of research, the essence of which is to develop methodological approaches to the introduction of the institution of public-private partnerships at the regional level, detected specific of using PPP at the local level in comparison with the state level, identified the factors that determine the features of the use of approaches and models of PPP in the process of development of regional infrastructure of general use and providing related services, improved classification models PPP, methodological approach to evaluate the effectiveness of PPP projects realization, terminology to define PPP, essence institute of public-private partnerships as a form of interaction between the state and private business on public infrastructure development and provision of related services. Scope: in the activities of the Ministry of Regional Development and Construction of Ukraine in the development of the concept of national strategy formation and development of trans-border clusters, the Ministry of Economic Development and Trade of Ukraine in the development of institutional mechanisms to ensure the development of public-private partnership in Ukraine and its regions.
