Essay

Thesis deals with the administrative and legal framework to counter terrorism. Analysis of the concept of terrorism and its correlation with terror, terrorist attack, terrorist offenses wing, terrorist activities and extremism. The structure of terrorist and counter-terrorist activities. The role and place of administrative law in the system of anti-terrorist activities, the problem of the use of administrative and legal regimes in anti-terrorist activities, the system subjects the designated activities, etc.. Analyzed trends improve administrative and legal support counter-terrorism activities. Proposed system changes the current legislation of Ukraine for prevention (warning) and suppress violations of anti-terrorism legislation, strengthening the institute administrative proceedings, as well as improving the rule of law. The necessity of the duty daily monitoring entities that provide web hosting services, information posted on their servers to detect terrorist targeting information and alerts relevant government authorities to set their cases as well as the introduction of administrative liability for non-mandatory 'communication daily monitoring or failure to report such information to governmental authorities about use cases for terrorist purposes technical capabilities entities that provide hosting services. A more detailed introduction to regulate the order of the legal regime of conducting counterterrorist operations, because this legal regime provides for the application of sufficient restrictions on the legal status of individuals who are in the area of counter-terrorism operations. Special attention is devoted to the harmonization of national legislation and international law in terms of the formation of the complex international legal regime against terrorism and researches legal regulation of a single mechanism for global cooperation in this field. Investigated the problem of weapons and military equipment to prevent or prypynennyaya terrorist acts with the use of appropriate vehicles, such as aircraft and ships.
