Essay

Object: the development of state regulation of SMEs in terms of system transformation. Objective: to study the theoretical and methodological bases and practical transformation of the system of state regulation of small and medium business in Ukraine. Methods: systematic, historical, logical, scientific abstraction, analysis and synthesis, comparison, analogy, generalization. It is offered: first: conceptually the essence of government regulation in transformation; reasonable directions of transformation functions of state regulation in the field of SME development in the conditions of post-industrial economy, grounded methodological approaches to post-industrial transformation in terms of "government regulation"/"government support"; improved: theoretical and methodological foundations of evaluation of public policy to support small and medium enterprises as an integrated system, the structural-functional model system of economic security for small and medium businesses methodological approaches to the definition of state regulation of small and medium enterprises, scientific research and practical foundations of the modern transformation government regulation of the state of competition policy; gathered subsequent development: approaches to the perception of government economic policy on small and medium enterprises as of the state (government and public administration) study the nature of small and medium enterprises, promoting the principles of factoring and forfeiting Ukraine and the establishment of Ukrainian State Enterprise Development Bank , scientific and practical approaches to systematize the principles of funding for small and medium businesses from their own and borrowed funds. Scope: public administration.
