Goshovskii V. Theoretical and legal basis for reforming the system of executive power in Ukraine.

The author specifies system of executive power, which has emerged in Ukraine, especially as defined by the system of executive power and its individual agencies, essence and features of the executive power, as one of the branches of government. We formulate concepts and features of the system are determined by the executive power, the system specifies the principles on which the construction and reform of the executive branch. Factors that lead to the need to reform the executive power in Ukraine are identified. Clarifies the legal nature and characteristics of the executive power, as one of the branches of government. Investigates the legal principles of organization and functioning of the executive branch. Clarifies the concept of the effectiveness of the executive and characterized the current state of the organization to increase the effectiveness of the executive. Analyzed features international practice organization and functioning of the executive power and the possibilities of its use in Ukraine. The concept of administrative reform in Ukraine as a basis for reform of executive power in Ukraine is characterized. Specified directions with the introduction of new forms and procedures of the executive power. The concept and definition features of control and supervision of the executive power in Ukraine as the direction of reform are formulated. The proposals and recommendations for improving administrative and legal principles of organization and functioning of the executive branch are given.
