The dissertation describes conceptual foundations of the research. It proves the effectiveness of a conceptual model of managing development of a vocational education and training institution (VETI) and the system of managing its competitiveness. The dissertation reviews issues related to: the current paradigm of managing VETIs; regional labour market as a mechanism for stimulating the development of vocational education and training system; organizational and pedagogical conditions for involving employers to managing VETIs development; modern mechanisms of innovative development of a vocational education and training institution. The research presents modern trends in managing vocational education and training in other countries, reviews professional, qualification, and assessment standards of the European Union.
