Petrushevsky Y. Methodology of housing and service development of Ukraine

A research object is processes of development of economy of housing and communal services. The article of research is totality of theoretical, methodological and methodical positions of reformation of the economic system of housing and communal services in the conditions of development of market relations in Ukraine. A research aim is forming of theoretical and methodological principles, methodical positions and practical recommendations in relation to development of economy of housing and communal services as important constituent of the socio-economic system of the state on the whole deepening of theoretical principles and forming of methodology of development of economy of housing and communal services of Ukraine in the conditions of globalization, integration and system crisis tendencies of world economy. Research methods: abstractly-logical method, economical and statistical methods, grouping, economical and mathematics design. The scientific novelty of work consists in deepening of theoretical principles and forming of methodology of development of economy of housing and communal services of Ukraine in the conditions of globalization, integration and system crisis tendencies of world economy. First: integral methodology of development of economy of housing and communal services of Ukraine is formed; organizationally-methodical approach is offered to forming of the system of the informative providing of realization of conception of complex government control of economic development of housing and utilities; the worked out methodical approach is to forming of mechanisms of the financially-budgetary adjusting of housing and utilities. It is improved: system of the normatively-legal adjusting of housing and utilities; the theoretical-methodological going is near reformation of housing and communal services of Ukraine; methodical approach is to forming of tariffs on housing and utilities services; organizationally-methodical going near development of mechanism of establishment of tariffs on housing and utilities services in Ukraine. Got further development: scientific ground of features of housing and communal services as an object of government control; theoretical positions of economy of housing and utilities; the methodical going is near an exposure and use of investment-innovative priorities of economic development of housing and utilities; the methodical going is near development of mechanisms and methods of the financial providing of activity housing and utilities; directions of increase of efficiency of the system of state audit of activity of housing and utilities.
