On the basis of the analysis of the predecessors' findings, a wide range of sources, a part of which has been firstly introduced into the academic circulation, agricultural pro-government initiatives in the Russian Empire in the early twentieth century have been objectively and scientifically investigated. The author found out that in government and pro-government circles of the Russian Empire in the early twentieth century the agrarian issues were of paramount importance, and became the guideline factor in the national economic policy. The efforts of the authorities for solving the problem became highly intensified during extensive peasant armed anti-government protests. Оf the dissertation justifies the assertion that in the early twentieth century taking into consideration the conservatism of human psyche there were dramatic if not radical changes in the understanding the essence of the agrarian problem by the nobility, noble associations, officials, prominent landowners and scientists. Every representative of the Russian imperial society does not question the feasibility of solving the agricultural problems.
