The Dissertation presents a theoretical generalization and the new solution of scientific problems associated with the formation of the concept of public control in public administration. Determined the essence of public administration. It is concluded that the last is a complex concept, constituted by the state administration, self-governing (municipal) administration and governance that is delegated subjects. Public governance analyzed in the light of the object of public control. The concept and content of public control. Detailed analysis of the category of "public". It was found the system of ideological and legal prerequisites for public control. Considered in detail the concept of civil society, and a system of regulations that govern the organization and implementation of public control. Analyzed the history of the institute of public control. The basic historical stages of its formation. Study of the nature and characteristics of public control in the Russian Federation, the United States of America and member countries of the European Union. The prospects of public control in the national public administration. Explored the purpose, objectives and functions of public control in public administration. Separately found out principles of its organization and implementation. The system of subjects and objects of public control in public administration, as well as forms and procedures for its implementation. Thoroughly processed condition and prospects of development and public control in selected areas of public administration, particularly in the areas of: public governance of the environment, public governance of public order and public security, public education department.
