The dissertation is devoted the solution of the up-to-date scientific and applied issue of formulization of hierarchical models of the terminal systems which are formed for liquidation of emergency situations (ES) on potentially dangerous objects (PDO) and synthesis of information technologies for a construction or optimum choice of strategies for accepting decisions by responsible people with operative management in case of emergency situations ES, and also making systemic and cognitive models of improving the knowledge in the educational process of training rescuers who function in the conditions of uncertainty.
