3. Object of study: innovation development of national economy. Objective: theoretical motivation to concepts of the shaping and development of the mechanism of state management by innovation activity. Methods: dialectical, history, system analysis, economic analysis, morphological analysis, econometric, expert estimation, economic and mathematical modeling. Scientific novelty: first motivated concept of management by innovation activity in national economy, which consists in increasing to institutional abilities state to provide effectiveness internal factors of the economic development to account: 1) of increasing efficiency use of stimulation function of the tax, amortization, investment, research politicians; 2) implementation by state multiversion strategists innovation developments of the sectors economy of the Ukraine, which are found on different technological level; 3) of the provision of ownership participants of innovation activity by innovation products on base of the introduction new organizing-economic mechanism innovation activity, improvements of the methods of the estimation to intellectual property and management innovation market.
