The thesis highlights the problem of working out the organizational mechanism of the tourist-recreational cluster enterprises development management. To solve this problem the author substantiated the main point of the stable tourist-recreational nature management, systematized the factors of development of the tourist-recreational enterprises and cleared up the institutional patterns of integration to the world system of tourist flows. Within these grounds the author worked out a conception, a theoretical methodological basis and a special dynamic notion of the organizational mechanism of the tourist-recreational cluster enterprises development management. The thesis proposes a methodological approach to the substantiation of the marketing strategy of providing the tourist product competitiveness and a strategy of cluster development that is coordinated with the procedures of rating and choosing the organizational forms of the integration interaction of the tourist market professional participants. The author has been revealed the peculiarities of motivation, staff and information institutional ensuring of the offered mechanism. On the instrumental level the approaches towards the evaluation of the tourist service level and the effectiveness of cluster structuring of those enterprises have been determined. It has been done on the parameters of the communicational policy of cluster development. To produce the valid accomplishment of the main effects on the management instruments the characteristics of the evaluation of the activity of the tourist market professional participants, the parameters of the tourist attraction and the level of the tourist-recreational area potential revealing are introduced.
