Essay

The dissertation is devoted to the theoretical development of the national parliamentary system with current constitutional and legal realities, the theoretical and practical problems of organization and operation of the Supreme Soviet of Ukraine as part of the system. In the thesis is given the characteristic of the place and role of the people's representatives, among other state institutions. Thanks to application of comparative legal approach structural-semantic and functional characteristics, procedural form of Parliament have been examined that has allowed to offer acceptable for adaptation in domestic practice foreign models of legislation.
