Long-term changes patterns in the properties of loess and alluvial layers in the maximum damage areas (1925 - 2007) has been studied. Stochastic analysis is performed to present the soils' properties degradation as an engineering-geological process which develops under the influence of the regional factors in the engineering-geological conditions. The paper solved the scientific problem of subsiding soils' condition evaluation and properties' forecast using a new approach that previously has not been used in the engineering geology - the method of inductive modeling. For the first time to create a system with forecasting and diagnosing functions stochastic and inductive methods of mathematical modeling are combined with the fractal analysis elements ; this allows to solve the complicated problem of forecasting the soils' physical-mechanical properties in the process of their degradation in the zones of various levels nature-technogenic systems. The achieved results prove that the above methodology can be used to fulfill practical and theoretical tasks in different regions were subaerial loess and alluvial soil formations are located.
