In the dissertation the central bodies of executive power is specified, which has emerged in Ukraine, the characteristics of their functioning are determined. Essence and features of the central authorities are found out. The concept of "central authorities", "performance criteria of central bodies of executive power," "legislative and regulatory activity of the central authorities," etc. are formulated. System of the principles is clarified, on which the organization and operation of the central executive power bodies of Ukraine is carried. The factors, that determine the need of the reform of the central authorities Ukraine are identified. The forms of organizational and legal support of the central executive power bodies of Ukraine are investigated. The features of international practice of organization and functioning of the central executive power and possibilities of its use in Ukraine are analyzed. The Concept of administrative reform in Ukraine as a basis for reforming of the central authorities in Ukraine is characterized. We study the organizational and legal principles and forms of implementation of central executive bodies of the European integration policy. Suggestions and recommendations for improving the organizational and legal framework of central executive bodies, including their legal status, structure, finance and staffing are provided.
