The entity of cluster associations of the enterprises in the food industry is probed and classification of cluster associations of the enterprises in the food industry is improved. The need of creation and development of cluster associations of the enterprises for the food industry is justified. Methodical approach for determination of potential of a clustering of the enterprises of the food industry that allowed to define perspective subindustries of the food industry for creation of clusters is improved. The technique of an impact assessment of factors of the external and internal environment on creation and development of cluster associations of the enterprises in the food industry that allows is improved, which allows through the appling generalizing coefficient of influence of these factors on combining of the enterprises, to adjust development strategy. Methodical approach to determination of criterion of capacity of cluster associations of the enterprises in the food industry is offered ,which is value of the target function depending on many factors of economic activity of the enterprises of a cluster. The technique of identification of cluster associations of the enterprises on the basis of use of indexes is developed: capacity; stability; developments; growth; clusterings by means of which it is possible to justify possibility of switching on of the enterprise in composition of cluster combining. The technique of prediction of efficiency of development of clusters of the food industry on the basis of prediction of results of their activities is offered and defining perspectives of their development. The technique of formation of strategy of development of the cluster associations, based on graph- theoretical model of a cluster with use of strategic approach and the principle of hierarchy of strategy is offered.
