The thesis is dedicated to complex analysis of juridical interpretation and practice of implementation of constitutional cultural rights and freedoms of a person and a citizen in Ukraine. Conclusions and suggestions on systematic and comprehensive implementation of constitutional and cultural rights of a person and a citizen are offered and further legislative improvements to the regulation of cultural rights of a person and a citizen in Ukraine on the basis of national, international and foreign experience are proposed.
