Loshitsky M. Theoretical and Legal Basis of Administrative and Police Activity of the State.

The dissertation examines the legal nature and history of the nascence and development of the state policing; the work reveals the world models of its implementation and the state police systems. On this basis the author elicits the concept, content, features and the forms of state policing and its relationship with the law enforcement and prevention work as well as its administrative and legal regulations in Ukraine. The work gives arguments for allocation the police law as a branch in the system of administrative law. The author determines the mechanism of legal regulation of policing. The dissertation regards the organizational and legal framework for policing in Ukraine and foreign countries. The work researches the category of public order as a factor that determines the content of the state policing. The author gives the directions for improvement of the state policing and formulates promising areas of modern police reform features and conceptual approaches to its work.
