In the dissertation methodological approaches and areas of implementation of public-private partnership (PPP) are developed to improve the efficiency and competitiveness of sea ports of Ukraine. The proposed Сoncept of management development of seaports, like a comprehensive and systematic approach to solving problems of the industry, using management and resource potential private investors in terms of mixed ownership. Suggestions on organizational and legal mechanism for the application of PPP in seaports, namely completion of legal support of concession, reforming the governance structure seaports restructuring of managing the implementation of PPP projects. Methodical approaches to the definition of investment attractiveness of ports, their competitive status, the concession fee. Suggestions for improving the system of infrastructure projects implemented in seaports, methods of evaluation of bids.
