Essay

The thesis deals with theoretical and practical issues of evolution and development of social security law as an independent branch of law, analyses the essence of social security as a social legal phenomenon, addresses the issues of evolution doctrine of the subject, method, principles of social security law, the process of systematization of social security legislation of Ukraine. It has been substantiated that the enactment of the Pension Code of Ukraine shall become a start of codification of social security legislation. Specificity of legislative provision of social standards and social guarantees in Ukraine is focused on as well as the importance and role of court decisions in the process of social security implementation, legal issues of pension reform, strategy of welfare benefits and services implementation, social and legal status of vulnerable strata of the population analysed. In the context of tendencies and prospects of development of social security law considerable attention is focused on social security legislation of Ukraine approximation to the legislation of the European Union by illustrating practical experience of the leading countries of Europe and the USA with regard to social security of the population. Controversial issues with regard to emergence of social law as an integrated branch of law of Ukraine are raised. Overcoming poverty is identified as a priority orientation of the social security legislation of Ukraine in present-day social and economic conditions.
