The thesis proposes a new methodology for building highly scalable, highly automated and heavy-duty information platform, wich in contrast to the known methodologies not only synthesizes information systems that automate the production process and operation activity, and also communication systems and IT infrastructure system. The perspective architecture of ICT systems for the national operators of telecommunications industries and information is worked out, which maintain the operability of alll components of modern information infrastructure.
