Zalizko V. Social and economic development strategy for rural territories in the context of economic security strengthening in Ukraine

Research object: economic, social and ecological process which impact the development of rural territories. Research objective: development of theoretical, methodological, organizational and applied grounds for the formation and implementation of socioeconomic development strategies for rural territories in the context of strengthening the economic security of Ukraine. Research methods: analysis, synthesis, specific induction, abstract deduction, dialectical, system, functional, problem-target, synergetic, historic, monographic, system method, economic-mathematical, analytical, statistical, factor analysis, SWOT-analysis abstract logical. Theoretical and practical results: grounded are theoretical and methodological fundamentals of formation and implementation of socioeconomic development strategy for rural territories in the context of strengthening the economic security of Ukraine. The author offers a new pattern for Ukrainian rural territories development strategy formation, which takes into account the center-oriented principle of formation according to which administrative influence shapes the conditions for rural territories self-development and their state support, in particular, through integration of traditional, "green" and "blue" economies. The research novelty here rests in the development of a methodology for ranging the country's regions by the level of rural territories' economic security and on this basis, building a economic-mathematical model for their development forecast. Implementation of research results: propositions applied practically in the legislation process by the Leading science-expert council of the Verkhovna Rada of Ukraine. The offered here pattern for strategy formation on socioeconomic development of rural territories in Ukraine has become the basis for "Strategy of socioeconomic development of Skurativ village council for the period till 2020". Separate abstracts from this research have been taken into consideration while of activities the Department of agroindustrial development of Zhytomyr oblast public administration, Department of agricultural and environmental statistics, Department of the services sector statistics of the State Statistical Office of Ukraine; Department of economic development, agrarian market and investment policy of the Ministry of Agrarian Policy and Food of Ukraine; and also in a range of study programs at higher education institutions of Ukraine.
