3. Object: processes of functioning and development of scientific and technical groups as a factor of development of the national economy. Purpose: development of theoretical and methodological foundations, conceptual approaches and practical recommendations on the formation mechanism of state policy of Ukraine in science and technology units, as well as determine the optimal proportions of their specialization and deployment. Methods: abstract logic and system-structural, historical, economic and logical method of synthesis, structural and functional method monographic method, factor and economic and statistical analysis, a systematic approach, formal-logical analysis and extrapolation method, comparative analysis, methods of decision-mal management solutions, comparative legal, mathematical modeling, classification. It is offered: first: organizational-economic mechanism of state policy of scientific and technical groups as part of the national innovation system; the concept of formation of organizational and economic mechanism of state policy of STG; proposed scientific and methodological approach to study the number of STG developed in Ukraine; cascade mechanism of financing; it is improved: classification of STG; justification directions of state policy of STG; scientific and methodological approach to the evaluation of the potential of regions of Ukraine concerning the stationing of scientific and technical formations; decision making model for choosing specialization STG region; gathered subsequent development: interpretation of the essence of public policy development STG; methodical approach to creating STG; methodical approach to the assessment of the effects of state policy of STG; methodological approach to the diversification of funding sources STG. Sphere of the use: state institutions in the field of innovation and investment, scientific and technological development of economy of Ukraine.
