Paterylo I. Administrative and Legal Tools within the Activities of Public Administration.

The thesis has generalized theory and solved a scientific problem related to establishing the institute of administrative and legal tools within the activities of public administration of Ukraine. The process of establishing an idea of public administration in Ukraine has been analyzed. The nature and content of the concept "public administration of Ukraine" have been clarified. European Integration of Ukraine has been identified as a basis for establishing an idea of public administration in Ukraine. The principles of public administration activities in Ukraine have been researched. A current state and future development of administrative and legal regulation related to the operation of public administration in Ukraine have been highlighted. Features of establishment and development of such institute as tools of public administration activities under the legislation of the Russian Empire have been studied. Establishment of the institute of tools of public administration activities in the Soviet Union has been researched. General characteristics to the institute of tools of public administration activities in the EU member states has been provided. The notion and nature of the institute of tools of public administration activities in Ukraine have been dealt with. Necessity to change the category "forms of administration" to the category "tools of public administration activities" has been proved. Tools of public administration activities and their types have been highlighted. The issues related to enshrining the tools of public administration activities in legislation have been researched thoroughly. According to the results draft laws (draft law of the Code of Administrative Procedure, draft law On Laws and Regulations) have been analyzed and their disadvantages have been identified. Proposals to amend these documents have been made.
