The thesis is devoted to the analysis of the public authorities to implement and protect the rights and freedoms of the disabled persons from the position of administrative law theory and practice. The periods of public authorities' activities for administrative and legal regulation of realization and protection the rights and freedoms of persons with disabilities are elaborated in the work. The basic concepts and categories of administrative and legal model of the public authorities and identified are stated and its methodological principles are identified.
