Object of research - government processes sustainable development. The aim - to develop theoretical and methodological principles of scientific and methodological approaches to the governance mechanisms development for sustainable regional development based on regional and cross-border cooperation. Methods - system-analytical and benchmarking; historical, structural and functional and systematic approaches; comparative analysis methods, extrapolation, functional analysis; induction and deduction methods, systematic approach, prediction. The practical significance of the results: The main provisions of the thesis used in the Kharkiv Regional State Administration practice, Mariupol City Executive Committee, as well as in the Donetsk State University of Management educational process. Scientific novelty of the results is the study and development of scientific theoretical-methodological principles and methodological approaches to the development of governance mechanisms of sustainable regional development based on regional and cross-border cooperation. The first time the methodological basis for cross-border cooperation proposed to consider decentralization; government effective mechanisms reasonably components; proposed scientific and methodological approach to the development of governance sustainable development mechanisms. Improved conceptual approaches analysis methods of the state mechanism formation for sustainable development; sustainable development theoretical principles on the regions role; identifying legal forms international interaction, economic and social conditions of their operation; technology cluster formation in the region. We got priority directions further development of improving the high-tech cross-border clusters competitiveness, organizational and economic factors, involving citizen's associations implementation mechanisms to sustainable development; ways to enhance the state programs effectiveness for regional and cross-border cooperation.
