Showing the potential of Ukraine (soil and climatic conditions, the potential productivity of varieties of 10.2 t/ha and more) to increase production of wheat and bring it each year to 40–42 million tons. A systematic analysis of the factors the gap between potential productivity of modern varieties and the actual their implementation in 2011 and 2012 only 27–30 %. On crops of wheat in forest-steppe dangerous phytophagous there are about 40 species of these groups: ground, sucking, leaf-eating, gnawing herbivores grain in the ear. The methodology of assessment on the stability against the major pest of wheat as the individual types (antibiosis, antiksenoz, tolerance, avoidance) and additive level of stability by 9-point scale. The described model of integrated sustainable varieties and accounting system and measurement on standardized scales. The evaluation of 50 varieties of soft winter wheat for resistance against the dominant pests in the area. The concept ecologized protect winter wheat, which should be the dominant organizational-economic and agro-technical, immunological, biological in a ratio of 25: 25: 15 %.
