This thesis outlines the concept of the study of scientific and technological activities in the context of the unity of its essential parts: research and development (R&D), training of scientific personnel, provision of scientific and technical services; it elucidates the systemic nature of development as of a polysystem type of economic activity and explains the network base for its activation in terms of complements in the information society. The study provides a theoretical basis for state regulation of the development of scientific and technical activities with regard to establishment of the mechanisms to counteract market dysfunctions and indemnify for them; it systematizes tools of the regulation and modern trends in advanced practice of their application in developed countries; it makes an integrated rating of the scientific and technological competitiveness of countries. Contradictions are disclosed in quasi development of the scientific and technical activity in Ukraine, which are evoked due to an imbalance of the systemic interaction of the mechanism of self-organizing scientific and technical activities with the economic mechanisms of the state and market development. Features of Ukrainian practice in state regulation of scientific and technological activities are generalized, directions of its improvement are suggested.
