An anomalous light scattering phenomenon in diluted binary solutions, especially in aqueous alcoholic solutions, is studied. Methods of the light scattering (including dynamic light scattering), solutions' refractometry and dilatometry (a concentration determination), an irreducible multi-particle polarizability are applied. The anomalous light scattering is caused by the presence of the mesoscale embryos of one phase inside another and the fluctuation phase transitions between two states of a different cluster ordering. Establishment of the equilibrium state in the freshly prepared aqueous alcoholic solutions with alcohol concentrations close to the peculiar point concentration is also determined by the phase transitions between the states mentioned below. As a consequence this process, in a full agreement with the experimental data, is non-monotonic and long. Weak mechanical or caloric perturbations of the equilibrium solution cause a relatively fast fading quasi-periodic process. It is shown that the behavior of the refractive properties of aqueous alcoholic solutions is due to the irreducible two-particle polarizability of water and alcohols molecules.
