Essay

Object - the modernization of ground transportation systems in the context of structural and technological and institutional modernization of Ukraine's economy. The aim - to develop conceptual foundations of the new state policy of modernization of land transport systems of Ukraine and improvement on this basis strategic directions of transport of state. Methods and apparatus - comparative analysis and classification method, system approach, mathematical modeling and methods of game theory, logical induction. Theoretical and practical results lie in the development of conceptual principles of forming transport policy to modernize land transport systems and practical advice on choosing adequate achieved level of transport system of Ukraine tactical and strategic objectives and priorities of this policy. Novelty - developed a conceptual approach to public policy and strategy to modernize land transport systems, which are part of national modernization project and is based on innovative and concerted transformation of all elements of the ground transportation system and provides a full harmonization of technical, technological and institutional components on the basis of system interaction, priority , coordination, situational, efficiency, taking into account trends in globalization and integration, namely the Europeanization and liberalization of economic processes and the impact of trends in global transport system (advanced transport technologies, intellectualization, etc.).
