The thesis is devoted to the research of administrative and legal guaranteeing for implementation of the concept of the social state in Ukraine. The preconditions of formation and strengthening the concept of the social state have been considered. The content of categorical principles of the concept of "social state" has been found out. The social state as a form of modern state and the principles of its construction and operation have been considered. The legal nature of the norms that lay the foundation for the concept of the social state has been studied. The concept of administrative and legal mechanism for implementing the concept of the social state has been elaborated; its essence has been clarified; legal principles of administrative and legal mechanism for implementing the concept of the social state have been considered. The subjective composition of administrative and legal mechanism for implementing the concept of the social state has been researched. The institution of delegation of powers within the mechanism of implementing the concept of the social state has been studied. Instruments of administrative and legal mechanism for implementing the concept of the social state have been elaborated. Administrative and legal relations as an element of administrative and legal mechanism for implementing the concept of the social state have been characterized.
