In the dissertation the historical and theoretical-methodological analysis of the problem of formation and development of the cloud-based educational and research environment of the university is fulfilled, the stages of its evolution are revealed; the basic conceptual terminology of the research is clarified; the tendencies, principles of formation and development of the cloud-based educational and research environment of higher educational institution are grounded; the criteria and indicators of formation of ICT competencies scientific, teaching staff and students on the use of cloud technologies are specified; stages of pilot designing and implementing of the cloud-based environment are revealed; the system of models of formation and development is proposed including the general model of its formation and development; the types of components model; research component model; hybrid service model of software access; holistic model of training in the field of STEM education; the model of STEM-education university environment; the methodical system of formation and development of the cloud-based educational and scientific environment of higher educational institution is elaborated and experimentally verified.
